Mine has always been like this - my advise is to push it up - if someone lowers mine thinking it will go back up I can help it up with my two hands while someone else pushes the button. I am in Florida and almost always use the AC or just don't bother with rear windows so I haven't been in a hurry to fix that anoyance.
