The starter works but remember the engine could start, imagine that mess without a valve cover!!! The red labeled "STOP" lever on the injection pump should be wired shut to reduce the chance of starting and the engine cold.

The parking brake on with either trans provides safety and will not stop the engine from turning. The auto trans will allow the engine to rotate in Park, the manual trans must be in neutral.
