Deleting the EGR on an old diesel makes hardly any difference in its emissions or operations. Deleting the system off a current diesel would make a massive difference.
The modern engines with extreme injection pressures also generate far smaller soot particulates than the old engines, which are much more dangerous when breathed in (and stay suspended in the air much longer).
I am neutral on the subject, they should not have been shady trying to hide/alter emissions, but the gov forcing a massive campaign of exhaust system replacements isn't exactly going to help the environment either. Think of the raw materials/shipping/travel/recycling involved in replacing the exhaust on tens of thousands of vehicles.
