The likelihood of that piece of space junk killing anybody when it hits the ground is close to zero. The expected value of any property damage by it is also zero, way less than our anti-sat' missiles.

Blowing the thing up while it's still in orbit would create thousands of pieces of space junk in orbit, increasing the danger to out satellites and manned spacecraft.
