I would mask up. Power sand down through the paint and fiberglass those sides. Looks like structual or material failure or serious resin shrinkage issues. Water ingress is obvious. Weight of cloth to use medium. Flexing of canoe in rough water may have done this if the issue is not on the bottom of the hull. Really not certain.
