Thanks Matt, Figured it out but it's hard to describe the solution. I had to purchase an online manual which helped. This blue cam is for 90-95 only, it prevents the shifter from being moved out of Park unless the key is in #1 or 2 position and another cable requires the brake pedal to be applied.

If I had known the cam was in there I would have watched for it to fall out, my mistake. Purchased the parts from Pelican...Pelican could consider including instructions as they did caution not to turn the steering lock before the ignition switch was attached.
