The USPS issues dog spray when you start, provides a never ending supply to employees on an ongoing basis, and continually checks for its presence in both trucks and on your person, with disciplinary actions if its not present.
Its not pepper spray, and my opinion is that its pretty useless. Maybe that is what you are thinking of, a switch to a milder cocktail. As a former postal worker I have shot the stuff directly into the eyes of a dog and it didn't slow the bastard down for a second.
The only hope for this woman was to get back into her broken truck, and it seems she must have been too far away or too immediately incapacitated.

People really dont realize how fast a dog attack can be. This is a constant menace for postal workers and really any kind of delivery people. Huge numbers of dog owners have zero control over their animals, you get constant alerts about dogs on your scanner as you travel through your route.
I have been attacked twice working as a postal worker. Once as I said I was able to jump back into the truck and spray the dog out the window, with no result. Another time a dog came out from under a bush and bit me through the ankle. I will never forget this incident because I was actually delivering a hockey stick unwrapped with just a shipping label to the dog owner. I was carrying a huge weapon and could not react fast enough to smack the dog at all. It bit and ran.
