Your phrasing can be understood two ways:
1) There is no engagement in selector positions "D or 3".
2) The transmission will not complete shifts into 3rd or 4th gear, although 1st, 2nd, and reverse do work.
If the first, inspect and/or adjust the selector linkage.
If the second, clutch and/or accumulator K1 is indicted.
