There is a spring clip around the inside perimeter. It wraps around about twice. Look carefully and you will see the end. Hook it with a pick of some sort and pull toward the center. The fellow in Bellingham has a video and kit to check and adjust the waste gate opening point. My '85 was running lower boost than spec and I was able to adjust it up.
