I'm with yal, some cars have brighter lights than others, sometimes they are aimed wrong. A couple of times I have been driving on two way highways at night and on comming cars flash their brights at me - telling me to dim mine (I don't have euros and the dealer tells me they are aimed right) so I just flashed back to let them know I was using the lows.
