I see... so it must be this type of plate (see attachments).

It's actually a bolt(a hex head pin rather), spring and pressed-in cam plate...

The Chilton says "turn the cam bolt until definite drag is felt ,then back off the bolt until wheel turns freely again". This should be all to the shoe adjustment (parking brake has a different procedure).
