my big pet peeve is the new Hummer H2's and the new Land Rovers with xenons. It seems that no matter what these headlights ALWAYS get in your eyes, and nobody cares. As far as people driving with brights on, just flip them off, because if they didn't have their brights on, they wouldn't see your finger! (just kidding, of course!)
