Those injection pumps are oil bath, not pressure fed like later pumps. Make sure there is oil in the pump. The oil goes in the top at the cap marked OEL, there is a plug on the side of the pump that is a level control. Suck out any old oil you can and fill it until it exits the plug on the side. I think it uses standard motor oil, someone please jump in if they know the oil requirement for sure.
