Construction expert needed - Concrete retaining wall cost

Question for the experts. The city is replacing the street near my house so I asked the contractor to bid on redoing the retaining wall in front of my house which is currently done in railroad ties and coming apart.

As I have no idea what this stuff should cost, I figured I'd post here and get some thoughts.

The estimate reads:

130linear ft, 4.5 tall,3ft footing, 8 inches deep, #4 rebar
12 inches in the center, 4500PSI concrete $21,500

This includes removal of old wall drains every 10 ft and gravel behind the wall for drainage

What do ya'll think?
