at least where i am, city hall has to give you a permit for a fence. neighbors have nothing to do with it. in fact, the tallest fences can be put up between neighbor's properties. they usually want you to put up a lower one where obstructing a view of say a driveway or adjoining street could pose a safety hazard (usually in front). you will only need the neighbor's input if you are requesting a variance...
