You cannot compel people to be kind. It must arise spontaneously in their hearts and mind. Trying to legislate morality backfires.
Tribalism has been the norm for millions of years and still is to a large extent. Putting it aside and softening its effects does seemingly happen more and more in the modern age.
What do you suggest there is that can be "done about" racism?
