I'm guessing here, but if it's the University police, they may not arrest you, but simply refer your case to the dean's office who will deny your degree until all such obligations are met.
Hopefully, common sense will prevail and they'll see that this wasn't a wanton disregard of authority and clear you of any misdeed.
I had a personal experience with university police. At Champaign-Urbana during the summer - around this time of year - I went back to return a book to the library. Things were very slow at the time and there were very few cars in any parking lot. I drove down only to find all the parking spots were "permit only". I took a chance since I was only returning a book and it wouldn't take long. After three minutes I came out and saw a parking ticket on the windshield with no police in sight! Considering all the writing on the ticket they must have started filling out the ticket before I pulled into the spot! Talk about aggressive enforcement!
