The first part of your post shows that the lamp is ok. that is normal. As to the second part...the fuel sender units are notoriously inaccurate. Mine ( recently replaced fuel sender unit) now started riding that last mark on the gauge for a long time before the Yellow lights up the cluster !
As you can see from other posts on the matter, the culprit is normally not the gauge - rather the sender unit
