If I'm not mistaken there should be a heatshield for
the turbo there.
The turbo generates alot of heat,thus the heatshield.

I have a 83 300TD-T eventough the hood pad is
almost completely gone(dry as the desert sand)
I have seen pictures on ebay of turbo ones
and they have the heatshield there so maybe that
is what is missing in yours but I don't believe that
the shield is for sale independently.
