Remove the rubber fuel line and drain into a container. That way there will be very little fuel come out of the tank when you remove the strainer.

One characteristic of a plugged fuel strainer is the engine runs good when the tank is full but acts like it is running out of fuel intermittently when the tank is almost, but not completely empty.
