i found a fuse that was visually good. went to remove it to test with a meter and it crumbled. found arcing under fuse. cleaned area, replace fuse, problem solved. thank-you for your help. i have been bit by this same scenario before with enclosed fuses so i allways do physical checks. should have done that first. my bad.
