I vote no.
Steering dampener masks underlying problems with play in steering to some extent. Does help with 'bump steer'.

Suggest checking steering linkages for play. Idler Arm bushings too.

If no play, try swapping tires front to rear, and see if there is any change. This would indicate imbalance, or tire/wheel damage.
