Sounds like acid rain water spotting to me.
Try some Meguiar's #9 Swirl Remover and then Meguiar's #7 Show Car Glaze. For best results apply with a buffer.
It may take several applications.
Finish with a coat of Meguiar's #26 Hi Tech wax.
