If you are talking about politicians it is easy to be compassionate with other peoples money. Most religous (conservatives) that I know are very generous.

I think a clear difference between Liberal and Conservative is their different approach to problems. Liberials (in politics) believe the Government should solve most if not all problems. Conservatives believe solutions should first be tried by the private sector.
