603 IP manual stop lever shaft seal

I took apart what I could of the stop lever to see what kind of seal is involved. First thing is a locking bolt similar to the one on the tranny end of the shift rod. Then there's an e-clip and washer. There's an o-ring inset in the 17mm head hollow bolt that serves as a bearing for the stop lever shaft. The o-ring is a little stiff but still has a round cross section and doesn't have cracks. If there's an inner seal, I don't see it. The shaft flops around when the hollow bolt is out. What's curious is that it looks like the seal holds in oil I'm pretty sure what's leaking out is fuel. Does this make sense? Could there be an internal leak? There's no evidence of fuel in the engine sump. Any thoughts?
