You have a point...to a degree...

But you are assuming that drugs make ALL people behave in this way, and they do not. Just like alcohol does not automatically turn all people into drunken, school-bus-ramming idiots. Those who cannot "handle their drugs" are in the minority, much to the disdain of the "War on Drugs" crowd. As with anything radically new, there would be problems initially...but problems can, and would, be ironed out.
