Yes, I think he did it a little after 9/11 anniversary and it was all over the news. The talk around the water cooler was that it was unconvincing.
The resolution was sponsored by the US, the UK, and a coupla other countries, so the security council did not vote to spend our money, but voted instead to contribute its money. I, for one, am glad to see that the US has managed to gather such support from the UN. Not only does it set the stage for future coorporation, but it also serves to halt the slowly souring relations between the US and many countries, France for one.
I think the President did a great job in getting other countries to stand by our side. Well done W.
