You mean the city lights. My guess is that the contact is bad. On my W124 the contact for the bulb was sometimes flaky and you had to seat it correctly to get it to turn on. Very annoying because the bulb out indicator comes on.

I would turn it on and carefully jiggle the socket to see if it comes on.
