i did in fact pull the ashtray insert out,had a good look but could not see any obvious cause .

i do not use it as an ashtray,but more as a coin holder for parking meter payments.

where are the two phillips srews you mention?,maybe there is something(a coin) behind the sliding assembly causing it to not close .
