The pre euro-plates without the blue field did have the hyphen, but at the old plates the letters "B", "Y" and "E" would be forbidden, because they could be understood as "8", "V" or "8".
BTW: Bremen would be HB instead for the S for Stuttgart (HB stands for "Hansestadt Bremen")
So the best vanity plate for a station waggon would be
HB S 123
