Do a search on this site under recommended technicians in that area. Since the fluid level is ok it sounds like you have a problem more serious than looking underneath is going to resolve
. Can't say I have ever heard a hissing sound but you may want to look around real good to see if the vacuum line to the modulator is off. This should not stop it from working though.
