I can't imagine that DEPOs can ONLY be adjusted by vacuum.
Whether or not the DEPOs have the vacuum capability is a separate question that I can't answer. They surely can be adjusted without it.
The vacuum leveling option does not 'adjust' your lights in the normal sense. That is done by two set "screws" on each mainbeam headlamp (up-down, right-left), just like your current lights. After adjustment, the leveling system allows you to compensate the up-down aim of your beams for adding weight in the car (luggage, passengers) inside the cabin without having to change the set screws.
Why on earth would you want to avoid the vacuum system?
