Don't quote me on this (for fear of incarceration for eco-tango suggestions/thought crime), but when I was doing a paper on water treatment (for a failed post grad deg - f**k it!), a guy at a plant that I was auditing said that they process a lot of Afreeze out of the water in the fall before they percolate it.

Most shops here won't touch it and most also suggest pouring it down drain or toilet (since that will go to post-treatment), but NOT the storm drains as that does not go to treatment.
