If the whole sensor is there (in other words BOTH sides of the wire, out to the sensor and in towards the interior) you can just strip the wires and twist them together and see if you get a display.
If there in no reading, then the part in the dash may be bad. You'd need to get a resistance substitution box and dial in an appropriate resistance and see if there is then a reading on the gauge. If it checks out OK, then the sensor should be replaced. If there is still no reading, probably needs a gauge, plus it would probably be a good idea to replace the sensor as well, unless you want to try doing a proper repair to the cut wires.
