Yes, that's correct. The vacuum element for the floor vents is on the front of the heater box. It can be accessed by removing the climate push button unit and/or the radio. Definately insure the element is the problem by testing with a mityvac before going through the effort of changing it.

If no vacuum is supplied to the climate system you will get air flow out the defrost vents and side vents. Try engaging the hi/lo button or turning the temp. dial all the way cold. See if you can get air out the floor vents or center vents. If so, there is vacuum being supplied. If not, it's unlikely all the vacuum elements failed at once, so go looking for vacuum leaks under the hood.
