If it starts and runs fine when the temp outside goes above 32 F, you have enough water in the fuel to cause the lines or filter to fill with ice. Get some gas line antifreeze and add to the tank, should clear the problem up.

This isn't common, though, anymore.

Do you smell fuel at the tailpipe while cranking? If not, you have a fuel problem, if so, ignition.
