Could a bad over voltage protection relay cause the no-start problem? (with good fuse)

I hear a buzzing sound over by the glove box... could be a speaker or something.

(edit) I checked out the buzzing sound. It occurs when ignition is on... engine not running. It is comming from behind he panel directly under the glove box.
