It's pretty cold up here (about 0 F). Everytime I park in a warm garage for couple of hours or so, when I leave the garage the car hesitates and gets non-responsive to gas pedal. As if condensation occures which causes the gas not to burn properly. Even when the gas tank is 2/3 full.

Does this mean there is water accumulated in the gas tank? If so how can I remove it.
