I use to have a 1960 200 ....4cylinder 4 speed, it kept up with traffic just fine. I also owned a 1961 VW micro bus 4cylinder, 4 speed 40HP with reduction boxes. Contrary to popular belief it kept up with traffic just fine, it just wouldn't go over 65 mph.
