How did you test the fuse? You may want to consider slipping in a new one, sometimes it's hard to find a fault with the fuse but there will be corrosion on the part where it engages into the fusebox.
Do you have a voltmeter to test to see if there is power to the bulb socket?
It could be a bad exterior lamp failure monitor control unit.
