"Not heating up very well" isn't the usual complaint. Usually it's completely inop on the bottom cushion, either it works or it doesn't.
If that's what you mean, yes it requires replacement.
You remove the seat (including disconnecting the seat belt anchor over on the "door" side of the seat). Try to find a suitable height work area, or else you can do it on the floor. Be sure to use some old blankets to set it on. Remove the trim on the front and sides of the seat (leave it all attached, don't try to seperate the 3 pieces of trim) That part is pretty easy, there are 1 or 2 screws on each side, and you'll see 3 silverish looking ones on the bottom lip of the front piece. It'll make it easier to do if you remove the seat belt buckle first.
Then remove the 2 bolts on each side which attach the backrest to the bottom seat frame. Remove the wiring for the seat backrest adjustment and backrest heater.
Then you remove the seatcover from the bottom cushion and remove the wiring for the cushion heater. On the earlier models the heater pad is glued down to the foam cushion. You can decide if you want to replace the foam cushion or carefully peel the heater pad off of the original and reuse it.
