I am not sure what it is like now butwhen I lived in Miami, the public courses were usually very good and cheap for the florida resident. The Links at Key Biscayne, was like 30 bucks for resident but like 70 or something for the out of state person.

Therefore, check out the cost between the private and the public courses, I would assume public would still be cheaper, but you never know.
