Yeah, they should open. My passenger side works for every setting, but the driver's side is broken, I assume. Do a search for COLD FEET and it will pull plenty of info up about this problem.

When I open the center vent in the center console in the rear seat area, it allows cool air in the car with no fan. OTherwise, I close this vent and it doesn't vent cool. Hope this helps!
