I state this from experience. My 95E320 did exactly what you describe. I personally cleaned the egr tube, pulled the egr and manually tested for operation. Nothing wrong. What was wrong was that the vacuum line under the front cover had become disconnected....check it out.

Very common on 104 eng. The original line is plastic and they are prone to drying out and cracking. This line is Common vac feed for both egr and air pump SOVs and the best fix is to replace with a good rubber line.
Although both egr tube blockage and egr valve upgrade part are also common egr code faults on these , the most overlooked and easiest check is this line ... from there one can do a simple hand vac test at the vac line at the egr to test for egr opening/flow. Hand vac will cause rough idle when applied. If not , egr is not opening or tube is blocked...
