16 degrees + or - 1 degree up to 89, after that 14 degrees + or - .5 degrees. Remove the 17mm head plug in the side of the pump, set the mill at 17 and look into the hole with a mirror, you should see a raised bar section running front to rear in the hole. (the governor is there) If you dont slowly rotate the mill clockwise until you find it, sounds to me like its in the 20's.
