Although I can't help you with the latter half of your problem, I have some idea about the wiring.

Fog: Grey/green (58N)
Ground: Brown (31)
High beam: White/black (56A)
Low beam: Yellow/black (56B)

Look closely at the pin connector of the European headlight and you can see the numbers "58N, 31, 56A, 56B" stamped next to the respective pins. I think 58 is for the city lights.
