After looking at my Haynes manual, I think it was an option on all 123's in Europe (apparently that includes the wagons; in Europe, it looks like the wagons were available with a "normal" suspension as well as the hydraulic setup).

Is it a gray-market car?

I think that it wasn't available in 123 sedans in the U.S. but I could be wrong...
