The screw and locknut in the photo is the idle throttle stop. On a KE equipped engine I believe there is a procedure to check the idle control valve duty cycle and adjust the stop until the duty cycle is in the proper range, or their might be some other measured value to set the throttle stop.

I've never looked into the procedure in detail, but it should be on the maintenance CD.
