The PCV system has a "liquid-vapor separator" inside the cam cover. It's a simple non-moveable device, but vibration can kill it. If you have oil in the air filter housing the separator may be broken, clogged, not functioning,... whatever.

You need to remove the cam cover and inspect it. I'm not sure if it available as a separate part. You may have to buy a new cam cover.
