IMO, something has corrupted it and when you try shut it down, a process is hanging. Usually it gives an "End Process" window and you can end it. When it gets up and running, have you tried running "regclean" to try clean up some parts in the registry? If that doesn't work, you might be better off backing up your stuff and reinstalling the OS.
